Question / Help Bitrate Dropping (out of ideas/options)

Hopefully this will be my LAST post (I'm sorry guys)
I'm not really sure how to phrase this question.

So I posted here a couple of days ago with a dropping frames and red square issue. I said it seemed to happen randomly. Well since that post I've contacted my ISP (for the 5th time) to no avail. I've also had a tech out to my house. If they can't even figure out the issue then it scares me. I'm 99% sure it's not related to my PC. However I've recorded some of these frame drops and will supply logs.

When starting my stream up EVERY TIME the first drop seemed to happen around the 00:02:30 mark. That seems extremely odd to me... but maybe it's useful information?

**note**: My bit-rate is set at 6000 for all of these tests.

I've also updated my LAN drivers just to make sure it wasn't causing an issue, and no... it wasn't. As I said I do not believe it's my PC, but I've contemplated doing a fresh wipe of windows. I do believe some sort of virus could cause an issue like this but all scans have come back empty. And I've also tested streaming on another PC with a wired connection and got the same results. Although that test was maybe a month and a half ago. I've also switched out to another modem and tried with the firewall off/on.

I've run out of options here guys. I've tried everything that I could think of and the stuff that I've seen in the posts here. My ISP wanted to send out another tech after running out of ideas but I don't see how that would be useful. The last one couldn't do anything helpful for me. What's so odd is this hasn't always been happening...

Welp, as for an update-- it's only uploading somewhere around 60% of my set bit rate... again. Even though I've unchecked "enforce streaming service encoder settings".

Unchecking that setting won't help you if the connection to the streaming service won't handle the bitrate you've told it to use.

Yes.. you are correct. However, my connection should be able to handle 6000 and SURELY it can handle 2500. Because it does it on all bit rates I set. And then it eventually just drops like it's been doing. I've also reimaged windows and replaced my ethernet cable just because im desperate to find a solution. My ISP swears it's nothing on their end. I dont think it's the Modem because I just swapped Modems out.
