Question / Help Bitrate dropping from stable numbers to 0

We're having serious issues with our stream. The minute we hit Start Streaming on OBS, the stream is very inconsistent. Although, sometimes we can have a fantastic stream that lasts 2-3 hours before it starts doing this same problem. It goes from stable numbers down to 0kb/s. This can go on for hours. Constantly going up and down. It sometimes even disconnects us completely which cuts off the stream. And like you all probably know, 0kb/s gives quick a choppy stream which has gotten unbearably annoying for our viewers. We've checked our upload and download speeds and they are perfectly normal running at roughly 60mbps download and 10mbps upload. On a good day, we can stream perfectly fine with 3500kb/s but since this problem started happening we've tried lowering it to 2000 kb/s. We've also lowered our 60fps down to 30fps. Nothing is helping. We're still having this problem no matter what we change!

And before you mention it, YES we have:
Called our internet provider (Three times.)
Reinstalled OBS. (Three times.)
Changed our Twitch key. (Five times.)
Reformatted the computer. (Twice.)
Changed ALL of the settings (Over 100 times, I swear.)
Tried connecting to a different server. (Over 9000!!!)

All these options lead to the same exact thing happening with our bitrate please help us...

We're running out of options... Any kind of help would be appreciated!
Here is the latest log from earlier tonight. This stream gave us problems the minute it began.
Dropping down to from 1000-0 over and over. (We started at 3500 bitrate and it would be stable but then do the exact same thing.)

I live in Canada. We are with Start Communications but they are affiliated with Cogeco. (Same connection, but different provider.)
