Question / Help Bitrate cap not working and Local recording settings

Hello, I am trying to record locally and not streaming at all and am trying to find good settings so that I can get either 720p60fps or 1080p30fps local recordings without ridiculous file sizes. Whenever I try to set my max bitrate, I've tried 1000, 3000, 5000, 6000, 10000, 20000 the cap doesn't seem to work as I've seen the kb/s go all the way up to 300000 which is way too much as it makes a 1 minute recording like 12gb. Before today it has been capping normally but today all of a sudden the cap doesn't seem to work.

Also I'm wondering what settings I should use for 1080p60fps/1080p30fps/720p60fps, it seems I have to use the nvenc encoder as my CPU seems to struggle a bit.

My specs are

CPU: Intel Core i5-6500 @ 3.20GHz
GPU: ASUS STRIX GTX 980
RAM: Kingston hyperx fury black 2x8 16gb
Monitor Resolution: 1920x1080
