Question / Help Bitrate being limited to 3000 kb/s

I'm using OBS to record videos. As a test, I put my bitrate to 999999 but the recording only came out as 3000 kb/s. I thought, oh? that's a bit weird. so I set it back to my regular 16000 setting and it was still being locked at 3000 kb/s.
I'm not sure why its locked at that bitrate it doesn't matter if I set it to VBR or VBRLAT it's still locked at 3000. I'll set it to CBR while I find a solution

If you're recording you should probably be using CRF or CQP and not CBR. There's aren't really a lot of good reasons to use CBR really except when streaming.
