Question / Help Bitrate and buffer size problems

how do i determine what to put the bitrate and buffer size to?

pc specs:
i7 4770k 4.2ghz
gigabyte ga-z87-hd3 (mobo)
gtx 760 4gb
8gb ram (just bought 16 waiting for it to arrive)
Net: 20down 1.5-2 Upload

i know, i have the local settings down. i just need help with bitrate and buffer size. its hard understand this. please help me!
