Question / Help Bit Rate Dropping

So I figured out the problem with my bit rate dropping but dont know a fix. So i streamed on twitch and it was https://obsproject.com/logs/XGsDvxC9bKgn5ysu

but then i streamed on hitbox.tv and i had no bitrate problems at all https://obsproject.com/logs/2YsRVKGMX2bZrEun

i then tried Restream and the problems showed up again and restream was to both twitch and mixer but I wanna stream on twitch but it just seems like my bitrate always drop is there a way too fix. I have 5 mb upload
 
Just to add on for twitch i live an hour away from LA and yet on the La servers the bit rate drops immensely. I tried multiple different servers and none near me didnt drop
 
Grab R1ch's Twitch Bandwidth Test tool to check which ingest you have the strongest connection to:
The closest is not necessarily the best.
You want a Quality of at least 80, prefer 100.
Your logfile does show around 12% dropped frames, which is always a network issue.

You also have a LOT of rendering stalls and encoding lag, which is probably being caused by:

Never have a Display Capture in the same scene as a Game Capture. It regularly causes massive problems with rendering delay. Display Capture should only ever be used as an absolute last resort, and if you do need it, create a separate Scene just for it.

so i did the test and the highest quality was 22 but some ms and kbps were good so what do you suggest. I just removed the display capture and changed it to portland oregon since it had best ms and quality and this is the log it showed that it dropped to 1500 kbs but it didnt say any dropped frames https://obsproject.com/logs/c9ZuNz3_Y4Jw7Ul0


with 2500 bitrate it was https://obsproject.com/logs/xmTFRG4-h3mD0DK5 so it seems if i keep 2000 bittrate ill be fine on this
 
Try power-cycling your modem and running the test again, otherwise it's time to talk to your ISP. If the highest Quality score was 22, something is Very Wrong.
 
Go with Portland for the moment. You're still going to drop frames, and need to speak with your ISP about your connection's stability.
