Question / Help Bit rate constantly spiking just below what it's set to

No matter what I set the bitrate to it constantly spikes JUST below what it is set to, here is an example, bitrate set at 3500: https://gyazo.com/7c9ba97c3bc288e4f4fc89d0a8fc5147

Literally any number, I can set it to 1000 and it spikes to 900. I have about 7mbps upload and the nature of this problem leads me to believe it isn't a computer or internet issue. I have not ever experienced this until yesterday evening when trying to stream. I am basically unable to stream because of this now, every spike causes dropped frames.

I have tried messing with just about every setting, changed to multiple servers, uninstalled and reinstalled, etc.

I tried to include logs from the various previews today of me playing with settings and the actual attempts at streaming from yesterday, not sure if they are actually attached though as I'm new to these forums.

Turns out it only happens when I have a source enabled. I've pretty much completely run out of options besides just using a different program now.

CBR isn't literally constant, it's normal for the bitrate to fluctuate a bit. Could you explain why this is a problem for you?

Because it literally spikes just below what it's set to every time, no matter what I set it to. This results in a large amount of dropped frames.

Edit: After further testing it appears the problem is alleviated by changing keyframe interval from 2 to 0, but now it tells me I'm not optimized for twitch.
