Question / Help Big problems, not sure where to start!

So up until today, I was having absolutely no issues streaming.

I updated to version .584b, and started getting huge performance drops in game as well as on stream. Previously, I was streaming at 720p@60fps (2600kbps), and had no stuttering and awesome quality. Now whenever I even open OBS, I get huge performance drops. I thought it may be time to upgrade, so I installed Windows 8.1, and am having the same issues. I had my previous stream options for about half a year with no issues.

tl;dr
Low FPS in OBS and in game

specs: 3930k @ 5ghz and 2x gtx680s
Things I have tried:
Older Version of OBS (all the way back to .571b)
Reformatting
New OS
Re-seating hardware and checking connections
Reinstalling drivers (GFX and all other drivers)

Things I have yet to try:
???

I'm not sure if I should post my log because I'm technically not having any issues.

You should really post a log. kthx. SLI is generally very troublesome when it comes to streaming. If you could disable it and try again.

"18:44:13: PERFORMANCE WARNING: Scene change took 949 ms, maybe some sources should be global sources"

You should add your webcams as global sources since you are changing scenes quite often. What is currently happening is that each time you are changing scenes the webcams get turned off if they are not active in that other scene, so when you are switching your scenes back to the ones with the webcams in them its taking them awhile to turn back on. Global sources just means that those sources are always on no matter what scene you are currently on.

Other than that I don't really see anything really wrong. Minus this I suppose unless that option is working as intended for you. "19:06:02: Syncing audio to video time (WARNING: you should not be doing this if you are just having webcam desync, that's a separate issue)"
