Find a better server to connect to. Close proximity isn't always an indication of a better and faster connection. Sometimes servers offer lower connection speeds due to being overloaded, having technical problems, etc.

This assumes you are using the same computer as you used at school and what you are using at home. And that the 50Mbps and 15Mbps numbers you cite are UPLOAD speeds, not download speeds. The 50Mbps your Internet service provider cites is only for your country. You cannot expect 50Mbps guaranteed for going outside the country. No way would I expect myself to get my full 200Mbps from USA to visiting other countries like German websites. That is foolish to think so.

The best way to test is to go Internet surf to websites in Frankfurt, Germany. Try German Internet news websites. Don't use governmental because they use much faster Internet lines. Watch how long the pages take to load. if they are taking a long time to load, then no matter what you do, you are not going to improve the speed because the path taken from Bulgaria to Germany is slow. That would pretty much tell you that streaming to German Twitch servers isn't going to work and nothing can be done.

Your connection to the Twitch servers is really poor, quality should be 80 or above for good performance, also your bandwidth is very low. So long as you took these readings on a wired connection Id suggest you talk to your ISP

Not a lot, once the network goes past your broadband router it's all owned by the ISP. As you have a good speed test result, I'd guess that they might be throttling throughput to Twitch, have you tried any of the other streaming sites (YouTube or Mixer) to see if you have the same issue?

The only thing you can really do is check your cables and maybe give your broadband router a reboot.

Here's a suggestion, go talk to the YouTubers from Bulgaria.
Here is a link: https://socialblade.com/youtube/top/country/bg

Ask them what Internet service provider they are using (probably Vivacom) and what Fibernet plan they are using.

There are no Twitch servers in Bulgaria and you've already seen that the international connection between Bulgaria and other countries are very poor. Your only other option is YouTube Live. So make some friends and ask those vloggers what their setups are.

Good luck.

DOCSIS Cable should give you a stable connection so I'm going to guess that it is just because you are a long way geographically from an ingest server, sadly there's not much OBS can do to conquer that :-(
