I am having huge ping spikes when trying to broadcast LoL, i have tried lowering the bitrate all the way down to 400 and it doesnt really change anything.

You have a very large number of lagged frames, you should try to fix that first. Make sure you are using the appropriate capture / Aero options.

You're using monitor capture with aero on, you need to have it off if using windows 7 and below

I have it set to custom and then i downscale it. When i go to add software capture as a source the only thing it lets me choose is monitor capture.

Yea i turned aero off, but in the video tutorial i remember it saying that monitor capture is bad because it takes up a lot of something. Ping is much much better can tell a difference even before the game launches.

Your CPU is likely being stressed a lot. Monitor Capture is not really going to play nice with that CPU while trying to play a game. Try window capture or game capture and you will probably get better results. Downside to this is that you have to set up two scenes for LoL and switch back and forth. One for the PVPClient program, and one for when you are actually in game.
