Run the Auto-configuration Wizard in tools menu selecting streaming as main purpose, use GPU, select the service you're going to stream to and connect or use the stream key.
Apply the settings it gives without changing anything.
Restart OBS (!important)
Test it as is. Do not change anything.
After each test (start streaming, stop streaming) upload the log file and analyze it to see if you need to correct any common issue. Look inside Help menu. Yes, OBS have an useful Help menu.
If all goes well, your done. If the service you're using allows greater kbps to be used, increase the kbps and test.

You may want to add 16Gb more os RAM.
Remember that intel's 13 and 14 have issues that can't be fixed. Contact intel's support for this.

realize there isn't a more specific answer to your question because ... it depends
How is your operating system setup ? Default or more optimized for performance (lots of silly defaults turned off/disabled, eye-candy turned off, etc)
Then there is what EXACT workload will be running in addition OBS Studio? Some workloads are very taxing others aren't...
Then, within OBS Studio, some settings will be more CPU intensive than others, but desirable nonetheless... but we can't know in advance you what your CPU load is, spare resources, with safe buffer room, etc.

And not all workloads (games, slide shows, pre-recorded media, etc) will work with the same capture/compositing settings
