Question / Help Best stream settings help / High CPU encoding / possible GPU encoding?

Hello everyone... this is my first forum post so please forgive any lapses in forum etiquette. I am trying to see if anyone has any knowledge of the best stream settings for my setup. My PC specs are:

Processor: AMD FX(TM)-6300
Processor Speed: 3.50 GHz
Number of cores: 6
Video Card: AMD ATI Radeon RX 460 OC Edition
Video Card Memory: 4 GB
Chipset: MSI 970A-G43 (MS-7693)
Memory: 16 GB DDR3
Operating System: Windows 10 64 bit
Capture Card: El Gato HD60 Pro
Upload Speed: 5.25 Mbps

I have tried streaming using x264 with the settings of:
Encoding: x264, Use CBR checked, Enable CBR padding checked, Quality Balance 10, Max Bitrate 3000, Buffer Size 3000, codec, AAC, Bitrate 128, Format 44.1kHz, channel Stereo

Video: AMD ATI Radeon RX 460 OC Edition, Base Resolution Custom 1920x1080, Resolution Downscale None

Advanced: General: Use Multithread Optimizations checked, Process Priority Class: Normal, Scene Buffering 700
Video: x264 CPU Preset: veryfast, Encoding Profile: Main, Keyframe Interval: 2, Use CFR checked, all other settings are default.

In Scenes: El Gato: 1920x1080 @ 60fps, output format UYVY, Use Buffering: 1, all other settings default
Webcam: 1920x1080P @ 30fps, output format I420, Use Buffering 0, all other settings are default

These settings give me "HIGH CPU ENCODING" error in OBS beta v.0.659b... I have tried raising and lowering my Encoding Bitrate and this has not helped at all.

I have tried studio but have not gotten used to it yet. I am trying to find out the best settings for my stream to output 1080P without any pixelation if possible to YouTube, or the best settings for 720P 60FPS if 1080P is not possible. I appreciate any insight anyone may have.
