What would be better for sim city 1080 at 30 fps or 720 at 60|?

I don't watch streams in fullscreen mode so I would say 720p 60fps.

There's not a lot of movement in SimCity, but plenty of static details.

I would say 1080p30, which is also what I use when streaming SimCity.

I would also recommend 1080p with 30 FPS and my reasoning for that is that SimCity is not a game like a First Person Shooter(in which 60 FPS would be preferred as its a lot more fast paced) but instead it is very static with not a ton of movement.

Yeah, SimCity has even less movement than RTS games and MOBAs. 1080p30fps should be more than sufficient.
