I'll get the information out first:

Download: 180 mb/s
Upload: 9.98 mb/s

Computer:
Intel I7 4770k stock
(Soon to be) Radeon R9 290 by gigabyte windforce (currently using intel 4600 integrated graphics)
Western digital 1TB hard drive caviar black
Samsung 840 evo 250gb (I store the boot os on, chrome and a few adobe software) I have about 120gb free.
Msi z87 g45 gaming
850w power supply
(Soon to be monitor) Asus PB278Q 1440p monitor (currently use a 1080p Tv)

I intend on streaming, but want the best settings I should use (currently and when I get the graphics card)
I intend on streaming games like minecraft (at the moment at least till I get the graphics card so I can play games at acceptable frame rates.) Battlefield, skyrim etc.
I have heard of people having bluring, when they move around in a detailed games. And viewers finding their stream "laggy"
I will stream at 720p so I won't take too much performance impact.

first of all ... that is far from high end :P but its an top gaming pc

since you already figured that you are going for 720p makes things a lot easier

problem with bitrate is that you might as well just used as example a 3500 bitrate but then you would cut off a lot of potential viewers as long as you are not partnered

i would recommend starting at 720p30fps with a 2500 bitrate and probably already change your preset to faster

see how your viewers react what they say if theres a lot of buffering

if you want to play high motion games i would recommend trying 45 or 48 fps (someone once said that encoders work more fluid on 48) or even push it to 60

Thanks for the reply that would help, a lot! Sorry I presumed my pc was high end but probably not seeing as their are people with titan Z and intel extreme processors, I apologise for that, the more I think about it the more I realise their are much better pc's out there.
But thank you for the advise! I will definitely take it.

it wasnt meant to be rude or anything just to make sure you arent going to overestimate the posiblities your cpu gives you since you are still quite limited when it comes to encoding on your cpu
