Post your OBS logfile with the settings you have. this picture tells me nothing about your PC (besides that it is a laptop). your log will tell me just about everything I need to know to give you recommendations.
more than likely all you need to do is change the encoder to quicksync turn off CBR and raise the bitrate.

either downscale to 720p OR lower fps to 30fps. preset superfast then remove the CRF command all together from the custom x264 options. I only say this because even crf with superfast seems to be to much for you. lastly set custom buffer to 0.
note that these are only for use with local recording.
Please also remove any -thread and/or -high launch options from CS:GO as those will cause issues with threading priority.
