Question / Help best settings to avoid lag/freeze and have a good resolution

My computer is Asus G73Sw – Intel Core i7 8 CPU’s @ 2 GHZ – 8.2GB RAM – Nvidia Geforce GTX 460M

and my internet - on speedtest.net - has a download of 3.4mbps and upload of 0.4mbps

would like the best settings of EVERY SINGLE SETTING OPTION POSSIBLE, to avoid lag and freeze and get optimal resolution.

With that internetspeed, I wouldnt recommend streaming at ALL.

Yeah, you're pretty much SOL there. You can try 300/300 CBR and MP3 audio at lowest bit rate and 360p, I guess, but even that will look terrible.
