Question / Help Best settings possible with my pc/internet?

I've been streaming with OBS for awhile now, and I've found a setup that works, though it doesn't look very great. I was interested if anyone could help me find the most optimal settings?
My internet speed is here http://www.speedtest.net/result/3743763447.png Not very great, I know.
My computer specs:
Windows 8.1 pro
AMD A6-3400M APU with Radeon HD Graphics (4 CPUs) ~1.4GHz
6 GB of RAM
AMD Radeon HD 6520G
I use two monitors.

My current OBS settings are
Encoder: x264, "Use CBR" and "Enable CBR padding" are checked. I'm using 200 kb/s for my max bitrate, and I haven't changed the Audio encoding from the default.
For video, I'm running 1280 x 720, but it's downscaled by 2.50 for 512x288, running with a Bilinier filter at 30FPS.
In advanced, I have
"Use Multithreaded optimizations" checked with normal priority class, 400 Milliseconds for scene buffering time, and "Allow other modifiers on hotkeys" checked.
x264 CPU preset is veryfast, Encoding Profile is "main", Keyframe Interval is 2, and "Use CFR" is checked.

I hope I asked this in the correct place, I apologize if I didn't, but yeah. Any advice is appreciated :)
