Question / Help Best settings? Please help, getting video lag

I'm getting video lag whenever I stream. I think I might have tweaked some settings that don't work. Regardless I'm wondering if anyone would be kind enough to help me tune my OBS to get the best possible settings for streaming FPS games (CS:GO, DOOM, H1:Z1). If possible I'd like to find a nice balance between quality and performance.

My PC Specs:
intel I7 4790k Quad-Core @ 4.0GHZ
8.00GB ram
Windows 7 (should I upgrade to 10?)
EVO 850 250GB SSD
Western Digital Black 1TB HDD
Sapphire ATI Radeon R9 r290 4GB GPU
Asus VG248QE 144hz Monitor

Assuming you're streaming to Twitch and aren't a partnered caster, use the 'golden point':
720p@30fps, 2000kbps, x264 Veryfast or lower
