Question / Help Best Settings for Streaming? HELP!!

Ok so im trying to stream Defiance on PC but am having trouble with the right settings in OBS, here are my Computer Specs:

i5 2400 3.1 GhZ
Radeon HD 7850 1GB OC
16GB Vengeance RAM
1TB WD HDD

I tried using the Estimator but found out that 4000 bitrates just dont seem to be realistic when streaming with Twitch. Here are my Speedtest results in kbps:

Can someone help me with the settings i should use for a stable stream in 720p? Im not a twitch partner either
Settings i need are Quality Balance, Max Bitrate and Buffer, x264 Preset Setting. Help would be very appreciated. Thanks :D

http://testmy.net/upload -- TestMy is more accurate for streaming purposes. Be sure to pick a server near you (and obviously do the same in OBS).

Edit: 4000 indeed isn't realistic. Assuming you can indeed maintain such speeds -- 3500 kbps is basically the unofficial maximum.

As far as the settings you requested: Don't go VBR, stick with CBR. So, in your case, start off with CBR 3000, no custom buffer size (seriously, don't), keep the x264 profile at default. Do change the Process Priority Class to Above Normal though (at the top of Advanced) and add the following custom x264 setting: opencl=true. Give those settings a spin.

wait nvm i changed the server to san jose which is where i am and now it says my upload is 2.3 Mbps should i change the bitrate?
