Question / Help Best Settings for Ryzen 7 3700x

I've created this thread so we can discuss the perfect settings for someone with the new ryzen 3000 series.

I've currently got a Ryzen 7 3700x and can't seem to narrow down the best settings.

I want full 1080p at a frame rate that'll create motion blur when rendered at 60fps.

Please help?

There's no such thing, as "best setting". It all depends on the game/content and what you try to achieve.
We don't even know, if you talk about streaming or recoding, although the motion blur thing sounds like you want to record locally.
For local recordings, using CRF (somewhere between 16-20) with variable bitrate and maybe custom options to limit max bitrate (like vbv-maxrate=30000 vbv-bufsize=15000) should be a good option.

If you will be able to record with more than 60fps to bringt that down later in rendering with resampling for that annoying motion blur effect depends on the game. With games that barely utilize more than 2 Threads, you might be able to record at 120fps on very fast preset, but if more than 60fps 1080p is your goal and you just record locally to render it later (so there is no real limitation for bitrate), I would record with NVENC, if that's available in your system.
