Question / Help Best settings for my specs

Hello,i wanna livestream on twitch and i hope you can help me out with some good settings

My only issue right now is that when moving around the image gets blurry,i hope someone can help me out ^^

What game are you playing? Can you post a video showing the blurriness? Those settings should produce a pretty nice looking stream.
