Question / Help Best settings for my setup, getting huge fps drops

FX 8350 overclocked to 4.4 ghz
AMD radeon hd 6850, also overclocked a bit
16 gb ram

my settings atm (used estimator recently)
1280x720 1.5 downscale (720p) with 25 fps Bilinear
CBR on
CFR on
3500 bit rate (5 gig upload and 28 download speed)
very fast settings- main 2 key interval (I've tried superfast and faster as well)

I've gotten my stream to run and look very nice but my biggest issue is huge fps drops in game, in multiple games. I've tried a lot of settings and im just looking for the best advice, I wonder if going back to core clocks would solve it as well.. I'm just at a loss.
twitch.tv/zzaapp is where I've been testing it. Any help is very much appreciated! :D

You have Aero disabled, you shouldn't do that. Please re-enable it for the full performance.

Also some AMD's seem to have problems with the Cool'n'Quiet Feature, you could disable it in the Bios and see if it helps.

I've got Cool'n'Quiet disabled and aero is enabled.. however I don't use aero on my desktop, just old school windows theme. Should I re-enable aero you think?

performance seemed to go up a little bit but I'm still getting fps drops randomly :/ mainly when theres a lot going on.
