Question / Help Best Settings for my PC?

My specs:

Windows 10 pro
CPU: AMD FX 8300 3.3 GHz
GPU:AMD R9 270x 2GB Toxic Edition
Up Speed: 71.00
Down Speed: 88.17



I can't even get a good quality out of it . The quality is really bad although I set it to 45000 max bitrate
Some help please? I want to record facecam and games .
