Question / Help Best Settings for My PC? PLS HELP!

My PC Specs are-
CPU- Intel I7 6700k Overclocked to 4.4 ghz
MOBO- MSI Krait Gaming z170a
GPU- EVGA 4gb 970 (no OC)
RAM-16gb Corsair LPX 3000 ghz
PSU- Sentey 750W
CPU COOLER- Cooler Master Hyper 212 Evo
Case- NZXT s340 black

My Internet speeds are-

I Also live in midddle tennessee

I plan on streaming mostly csgo as well

If you're streaming to Twitch and are a non-partner, use the 'golden point':
720p@30fps, 2000kbps, x264 Veryfast (or lower)

Yep. No matter how good a system you have, it's not advised to go over 2000kbps as many viewers will buffer and stutter even at 2500. 3500, only a small number will potentially be able to watch.

1080@60 starts at 6000.

What you CAN do is use a lower x264 preset, which will use better encoding at a cost of more CPU usage. So your stream will look better at the same bitrate. Medium would be a safe enough bet for most games with that CPU.

But yeah, don't get lost chasing numbers. A lot of new streamers cripple their stream's growth by not being able to get 'must stream 1080p!' or 'I NEED 60fps' out of their head. A lot of streaming is finding the best compromise, while working within the limitations set by the realities of the current-day tech framework to put on the best show you can with the resources you have available.

do i want to make my base resolution 720 or do i want to downscale?

Set base resolution to whatever you'll be playing at. Usually it's your monitor resolution, then downscale from there (full-frame downscaling in Settings will look better than squashing things).

For absolute best quality though, you'd need to set base resolution to 720, *and* play at 720. Streaming at native res (no downscale, gaming at the res you're streaming at) is a noticeable quality improvement for your viewers. But it generally looks pretty bad on your end (unless you're gaming on a 1440p native monitor).
