I can stream in 480p and it looks great by I drop frames in intervals of maybe 20-30 minutes BAD. Also I have extreme lag comp while playing my game. I have a AMD A6-5200 APU with Radeon HD graphics 2.00 GHz with 3.46 gigs of RAM available. Any help?
In these situations you're basically going to have to trial and error your way through it. You may also want to take a look at the x264 CPU preset, though with an APU that may not be all that effective because the CPU's quite poor.
