Question / Help Best settings for 720p 60fps?

Can someone tell me the best 720p 60fps settings for twitch livestreaming? I have an amazing computer that can handle many things but while streaming i get that odd time where i get fps (GPU) lag. can someone tell me the best settings to use for smooth gameplay and a good bitrate for twitch. i have good internet to handle streaming as well; 100mbps download and 20mbps upload. the server i use for obs is Seattle, WA. Also can someone tell me the difference between these things: Encoding Profile; Main -High, x264 cpu preset Ultra fast - Very Fast, and lastly filter; Bilinear - Lanczos, please explain how these would impact my stream differently and what would be recommended for my pc. I stream games like Battlefield 4, GTAV, Overwatch, CSGO, Kingdom Hearts, LoL if that helps you decide. Great Thanks For A Noob Like Me!

720p@30fps, 2000kbps, x264 Veryfast or lower.

As a non-partner, you don't have the realistic bitrate available to keep your stream watchable (minimal buffering) to run 60fps. It isn't really needed anyway and is mostly a waste of bitrate in an already bandwidth-limited field, unless you're playing retrogames that use sprite blitting to fake transparency.
Partners can get away with more than 2mbps due to having transcodes available, so anyone that buffers at a higher bitrate can still watch at a lower quality setting. Nonpartners don't have that luxury, and will normally just lose the viewer after 2-3 buffers in relatively close succession.

In short, use the settings at the top of this post, and crank your encoder preset down extra-low to leverage your CPU and make the most of the limited bitrate. No, it's still not enough to make 60fps workable at 2mbps.

Thank you, but do you mind telling me the difference in looks to my stream and cpu/gpu load for video filtering: Bilinear- Bicubic Sharper - Lanczos. as well as Encoding Profile Main - High, and x264 cpu presets Ultrahigh - faster and what kind of cpu and gpu load it would put on me and my stream
