Question / Help Best Settings for 3.5 Mbps?

I have an average of around 3.5 Mbps upload speed. What should my bitrate and stuff be?

If you aren't partnered and your system is capable, the general recommendation is 2000 Kbps, 1280x720, 30 FPS.
