Question / Help Best setting for my pc with AMD graphics card?

Hello I want to know what is the best settings for my pc, I am trying to record from elgato to obs. If you can tell me how to record with 1080p 60fps please let me know. Right now I could record but sometimes it freezes for a half second then comes back on. Not sure if it has to do with my encoding or bitrate.

OBS SETTINGS:

Switch to simple output mode
Recording quality: Indistinguishable
Recording format: FLV (there are precisely ZERO situations where this should be set to MP4)
Recording encoder: AMD H.264.
