The settings will depend so you should test out different settings. Here are some settings to start with:

720p, 30 FPS, Bicubic Filter (Video tab)

Streaming tab:
Encoder: Quick Sync (read if encoder is not available: https://obsproject.com/forum/resources/how-to-use-quicksync.82/)
Target Usage: quality
Rate Control: CBR
Bitrate: 2000 - 6000 (bitrate should be 20 percent of your upload speed; it is recommended that you keep your bitrate between 2000 and 3500)

Keep everything else at default.
