Record or streaming?
For recording, 540p@30fps ultrafast preset, bitrate 1000 buffer 0 (these are a local recording settings only!)
For streaming 360p@25fps veryfast preset, bitrate and buffer 2000 (if you have the upload speed; if not lower it to 80% of what you have)
To be completely honest, what you have is at the very very low end of what you can record/stream with. I would not recommend any higher and the settings above do squeeze out the best quality that you could possibly get with your setup.
