Tools > Auto-Configuration Wizard.

A 1050 may struggle to both render and encode good quality 1080p60 in a single PC configuration, depending on what you're running (say, a recent AAA title with high settings).

8 GB RAM is probably not enough.

Speedtest results aren't relevant to streaming at all; if your target is Twitch, use TwitchTest.

For Twitch standard is 6000. For YouTube, you can set 10000 - 15000, but the picture in dynamic games will be in pixels and blurry. YouTube requires upscale in 1440p and 16000+, but your card can't do it.

What bitrate you need and what bitrate you can sustain are determined by running the tests performed by the auto-configuration wizard and running twitchtest to see what bitrate can be sustained.

In general for 1080p60 to look good you need at least 8000 for fast-moving content.
