Best OBS settings for low internet upload speed ?

Your SSD and harddrive are unimportant for that.
But you've to clarify what you mean with "upload 3.34". What measurement unit? Megabit per second, megabyte per second, other?

Please describe your intended resolution and kind of content (live event vs. gameplay aso.)
 
"Mbps" with lower "b" seems to be Mega_bit_ per second, right? Thats really, really _low_.

Cause you have to leave headroom you can't seriously stream with more than 2700kbps, if any. You didn't wrote about your kind of content. So if you stream a churches service in 720p with seldom movement in the picture area, you can clearly go for this. If you intend to stream gameplay or any kind of fast changing image content: nope.
