Question / Help Best OBS setting for Twitch TV

I want to stream CS:GO mainly, hope you guys can help me to find the best option with my stats.

Motherboard: MSI Z87-G45 Gaming
CPU: Intel Core i7-4770K (4.0Ghz atm)
Memory: DDR3 CORSAIR Vengance 8GB/1600
VGA: MSI N770 TF 2GD5/OC GTX770 2GB GDDR5

Operation System: Microsoft Windows 8.1
Windows Resolution: 1920x1200 (16:10)
CSGO Resolution: 1920x1200 (16:10 Fullscreen)

Ingame FPS without streaming: 400-500+
Ingame FPS with streaming: 100-150 (sometimes lower than 100fps)

CPU Advice

• Set FPS to 30
• Consider setting FPS to 60 with a resolution downscale if you have spare CPU power for improved motion quality

Game Advice

• Try to aim for the highest bitrate possible for high motion games
• Use game capture if possible for maximum performance.
• Use window capture with Aero enabled if game capture is unavailable.

Network Advice

• Your upload speed is sufficient for 720p / 1080p
• Enable CFR for compatibility with streaming services
• Enable CBR for improved stream stability
• Recommended max bitrate: 3500
• Recommended buffer size: 3500

Though I would say use 2000 to 2500 bitrate for 720p/30fps, 2500-3000 for 720p/60fps and more for 1080p (I recommend streaming in 720).

Personally I would downscale the stream to 1280x800 and cap the framerate in CS:GO to something like 120 to stabilize frame rate and free up system resources for the stream. With a 4770K at 4 GHz you should also be able to up the preset to faster or fast with the frame rate capped.

I tried so many setup, but I can't find my best options, sometime the stream lagging as hell, sometimes i've 50fps maximum (!), but the stream quality not as good like other streamers, and don't know why. I'm trying 3 days ago, and be so angry right now.
