Question / Help Best OBS setting for streaming?

Hello! I have a little issue to solve. I've been streaming for 1 month but i've noticed that my stream quality is good but not as much as i'd like to. I've tried to use my CPU for streaming, but i have i5-4690 and stream used to lag a lot, so i decided to use my GPU for streaming , i have an AMD R9 290 Tri-x Sapphire 4 GB.

Here's my pc spec :

CPU : I5-4690
GPU : AMD R9 290 Tri-x Sapphire 4GB
Memory : Kingston HyperX 16 GB DDR3
→ MotherBoard : Asrock fatal1ty h97 Performance

When i decided to start streaming with my GPU, stream was perfectly fine, no lag at all but i noticed a lack of quality while my character was moving, like in these pictures down below here as you can see :

When i stand still and i don't move at all :

I give you my OBS Settings down below here, i'd like to know if there's something i can change in my OBS settings in order to remove that annoying pixelled effect or if i have to buy a new CPU, i was planning on buying and i7 4790, hopefully with that i can fix my issues. Settings :

Currently my stream quality is 720 60fps which is the max quality you can have on twitch, no lag at all only that annoying pixelled effect. What do i do ? Thanks

Your bitrate is quite low, combined with the poor quality of the AMD encoder this will cause artifacts during high motion.

Increase your bitrate to at least 6000 kbps. Lowering the resolution or FPS would help too.
