Question / Help Best OBS Recording Settings

Ok, so I want to record Minecraft and upload it at 1920 x 1080 at 60 FPS, but every time I upload my video, it's always blurry at high motion scenes. Can I have the best recording settings with an NVIDIA GeForce GTX 750 Ti graphics card, an Intel Core i7-4790 CPU, a download speed of 16.98 Mbps, and an upload speed of 4.38 Mbps? I would really appreciate it, and thank you.
