Best CPU/Motherboard Combos for Multiple Video Inputs?

Two years ago, my church revamped our video setup. Our budget wasn't the best, but we ended up with something that worked fairly well. Two computers - one running ProPresenter (and OBS for grabbing other app screens), sending NDI streams (3 currently) to OBS on the 'Streaming Computer'. Both are Ryzen 7 platforms, and I was told, back then, we couldn't add another video card (already had.. 2, iirc??) to one of them because of limitations built in to Ryzen.. no clue what that's about, but not having the extra card has given us issues.

More recently I tried to add a fourth NDI stream (all 1080p30), and our stream started stuttering, buffering, and occasionally dropping altogether. It only fixed itself when I removed the extra NDI stream, so.. The church has plenty of bandwidth from our provider, but the two presentation computers and their connection to the local network switch are 1 Gbps. It would seem as if we saturated the poor thing. I have proposed upgrading to 2.5 Gbps (no way I'll get the $$ for 10 gig). I'm hoping to also get an upgrade to at least the stream computer.

So.. questions: What is the best cpu/mobo combo for processing multiple video streams in OBS (preferably that won't break the bank)?
If that Ryzen platform video card limitation is as I remember it - is there any way to get around it?
Am I right in assuming the 1 Gbps network is probably the cause of the issue I described? Other than the network upgrade, is there anything else we could do to improve that? (See specs below)
Would moving from the old ATEM to direct video capture (Decklink Duo 2?) into OBS be better? Worse? More flexible... ???
And, probably the worst thing to ask here: Would dual NICs help... anything?

**Specs: (All video is 1080p30.)
Three cameras and ProPresetner video (split from Main) into an ATEM Television Studio HD, output via SDI to Stream computer.
Stream computer - Ryzen 7 5800X, 32 GB RAM, OBS streaming to internet, SDI feed to overflow room. One SDI and three NDI inputs.
ProPresenter computer - same specs. Four video outputs: Main (projector), Stage screen, and two monitors. Three NDI to Stream computer. (Also HDMI USB capture for 'guest' laptop video to ProPresenter.)
Video cards are Nvidia - can't remember which.
