Okay, so I've been hunting around for a good enough cpu for my real small budget, i just don't know what to get. I've had a look around for a while and wanted to make a decision soon. I'm trying to get everything else as well but prices here are insane, and i'm worried that if i try getting things from ebay, i may get scammed easily. All things considered, i just need some help with this cpu selection because honestly, i have no idea on what i need. But for context, I was hoping on getting to 720p and maybe 60fps, but I've heard with budget builds, you can only hit 30 max. I don't know how much of that is true, though. But IN ANY CASE, any help would be greatly appreciated. :)

get some kaby lake with HD630 igpu for quicksync. or wait for release of coffee lakes - intel repordetly improves QSV image quality with every gen
this way you will be able to stream even 1080p60 without any problem under condition your main gpu will be fast enough to keep 60fps. discrete gpu+QSV works fast without hiccups and stutters.
its really a bummer ryzens dont have igpu with vce
