Hey mate, is this what you're looking for?

In your sources, highlight the webcam then click the cog wheel to get to it's properties. I never set the resolution to larger than I want it to appear on stream, I set it just lower then scale up. I don't know why I do this, but I do.

It's also possible you're just missing the transform settings. If you've set it's resolution in it's properties, then with the webcam source highlighted, hit CTRL+E and then set the size manually :)

I still can't get it to fill the screen edge to edge. And how do I account for the all the different sized monitors? It does however show its being streamed in HD 1080P but like a lower of 720 it doesn't fill the screen. And I see its blurry , the properties ab for the usb cam looks in focus, but the main and preview outputs look slightly out of focus. Here is the link to my test vid. Also I attached a screen shot

Youtube and all other streaming services use players with a 16:9 aspect ratio. This is the ratio between horizontal and vertical resolution. To fit these players, you need to stream a video with a 16:9 aspect ratio. The corresponding resolutions are named like 1080p and 720p, which mean a resolution of 1920x1080 and 1280x720.
If you have a display resolution of 1920x1200, you have a aspect ratio of 16:10. This is not compatible with aspect ratio 16:9 - it produces black borders to the left and to the right. Set your canvas in OBS 1920x1080 and make sure your video sources are adjusted to that. For example, if you stream games, don't use your monitor resolution within these games but set them to use 1920x1080. If you intend to stream your desktop, it is advised to temporarily set your desktop resolution to 1920x1080 instead of 1920x1200 to get the 16x9 aspect ratio.

After you set your base resolution to a 16x9 resolution, i. e. 1920x1080, resize your webcam source again - it should now fit the canvas.
