while record or trying to get my settings good to go the FPS for OBS drops to 6-13 FPS and the video playback is choppy attached is a log file none of the other games I tested were messed up with the same settings.

Turn your downscale filter in "video" to bilinear because you are not downscaling and its unnecessary cpu usage.
See if that works.
Send screenshots of your settings, your settings are not appearing in the log files so im confused as to why that is happening.
