So to start off my specs are as follows and all drivers are up to date
i7-4930k factory clock
GTX980 ti factory clock
32GB ddr3 ram
internet speed 100 down 100 up

current settings i use for my stream are as follows
OBS classic 0.657b

Nvidia NVENC
use CBR: enabled
Enable CBR padding: enabled
max bitrate 3500

video adapter gtx 980 ti
custom resolution 1920x1080 no downscale fps 60

use multithreaded optimizations: enabled
process priority class: normal

NVENC Preset: auto (i've triedd a few other settiongs nothing seems to change)
encoding profile: main
keyfram interbal: 2
Use CFR:enabled

video whether its stream or recording seems very blurry when theres any kind of camera movement and stream appears laggy to me even on replays my twitch is twitch.tv/zonedgaming if you'd like to go look at previous broadcasts.

Your streaming quality is bad because you're using NVEnc.
Your recording quality is bad because you're not using enough bitrate and more likely generally the wrong settings for recording.

x264 runs on your CPU. NVENc uses the built-in encoder in your GPU.

x264 at streaming bitrates (i.e. 6000k and under) is very much SUPERIOR to NVENC, and the lower you go in bitrate, the clearer the difference.

I use OBS Studio so I can have good streaming settings with excellent recording settings:

As for OBS Classic, I would go with x264, at 1280x720@30p or 960x540@60p with a bitrate of 2000-2500, and crank the x264 preset as low as you can safely go.
