Bad Quality

I just got an elgato hd60s+ for christmas and started using it. I used it on the actual software and the quality was perfect and wasn't laggy at all. But when i tried it on OBS, i saw that the quality was really bad. I did some research and realised I was on the default bitrate so i increased it to 35000 kbs, and it was much better, but every now and then it was bad quality. I don't use obs for streaming, i use it for recording ( if that helps). Also here is my log file: https://obsproject.com/logs/mOD5ADjMTxUuMCDc
If you could help me, that would be really appreciated :).

doesn't making it 720p and 30fps make it worse? it would be reduced quality and less frames?
