Question / Help Bad Quality Stream

I recently got a new processor and motherboard and had to reinstall OBS. Since then my stream quality hasn't been very good. I have tried window capture, game capture, and monitor capture and they are all grainy with black bars on the side. I will post log but here is computer specs.

Intel i7 4770K
GTX 670 SSC Video Card
12GB DDR3 Ram

Don't use nvenc to stream.
