Could you post a log?

You can find your log by using the run command (windows key + R in windows). Browse to OBS, then Logs. Copy and paste the most recent log file.

From past experience of my own, this was caused by having my stream quality higher than what my system could handle, and my bitrate being higher than my upload speed (Bitrate/Buffer = 75% of Upload. If you have 3MBPS upload, use about 2700 and bring that number lower if you continue experiencing problems).

But we can't really know for sure what your exact problem is without seeing your log.

Another useful tool you can try out is;

If your getting pixelish in a game like WoW while streaming, then that means you need to turn down the quality balance like to 5-6.

I've got very good computer:

Intel(R) Core(TM) i5-3570K CPU @ 3.40GHz (4 CPUs), ~3.4GHz
GIGABYTE GeForce GTX 670, 2 GB
16GB RAM runs on 2600 MHz

I got 100 fps almost all the time (exept heavy raids, open world raid like sha) with WoW on full details, graphics ultra, while streaming my computer is also fine.

And as I said, when I don't move my character very agresivly stream quality is fine, I can see all deatils etc, but when moving fast with mouse it gets pixelish.

According to my VOD Analyzer, you're trying to stream 1200p at 1mbps. This isn't going to happen. You need to raise your bitrate to at least 3000 for any kind of acceptable quality.

Neat gadget, that should be stickied somewhere as a analysis tool. Although posting a log would've told us all of that.
