Question / Help Bad lag on stream but no dropped frames

the stream is almost unwatchable but im not dropping frames so here's the log. any help would be great.

my specs are
Power Supply: 750 Watt
Motherboard: MSI Z97 Gaming 7
CPU: I5-4690K
RAM: Crucial Ballistix Sport 8GB (2 x 4GB)
Hard Drive: Crucial BX100 SATA SSD 500 GB
Graphics Card: GEFORCE® GTX 980 GAMING 4G x2 (sli)
Operating System: Windows 10 64 bit
Keyboard: Corsiar K70 RGB
Mouse: Final Mouse 2015

i have 125 mbps down and 25 mbps upload speed

Run your webcam at 480p or 540p, not 1080p.

You are duplicating frames, which is the statistic you want to look at in OBS Classic:
22:09:10: Total frames encoded: 1216, total frames duplicated: 14 (1.15%)
22:09:10: Total frames rendered: 1227, number of late frames: 3 (0.24%) (it's okay for some frames to be late)

Fix the webcam resolution and it should improve.
