Question / Help Babysit me through min/maxing please

i read a couple threads that were of little use, you guys probably get this every day so im sorry lol.
So I am trying to get a decent 1080p 30fps stream and failing. it either looks good but skips frames hard as fuck or plays smoothly but looks SUPER blocky and pixelated, I cant find a decent in-between. Any advice welcome, thanks.

1080p streams of high motion content look like garbage within Twitch's bitrate limitations. Downscale your stream resolution. If you still can't get a decent balance then go back and read the sticky at the top of the forum and post a log file. Nobody is going to do the work for you.
