I have a Avermedia Live Gamer Portable 2 Plus and it works perfectly fine when I use REcentral 4 program to record or stream, but when I try to record or stream with OBS and the capture card it will randomly drop frames.

Also, you want to completely remove Norton. As long as you have safe behaviour online you don't need it. In the case you really need it, there are better options that has far less impact on the system and resources, like malwarebytes, avast, kaspersky.
