Question / Help Avermedia vertical scrolling problem

Hello.
I have an Avermedia live gamer hd lite and an upscaler (scart to hdmi-> http://i00.i.aliimg.com/photo/v0/1926900076/SCART_HDMI_to_HDMI_Converter_Upscaler_1080p.jpg ) and I'm having troubles making them work together.
The image scrolls vertically non stop, as shown in this video here (not mine, but it's the same problem I'm having) https://www.youtube.com/watch?v=t45AAApAnEw
Note that:
- The capture card works by itself (I tested by plugging a laptop directly into the card)
- If I plug the scart&hdmi combo into the tvmonitor, there are no issues.
(In the specific I'm trying to stream a sega Megadrive console, but the fact that the upscaler menu and the avermedia "no signal" write also scroll vertically tells me that the source doesn't matter)
I tried various settings in both RECentral and OBS(capture card's properties) but to no avail.
I also tried a different popular broadcasting software but the issue is the same.

This does not seem to be an OBS related problem, so unless you are lucky and someone on the forum already had the same problem there will be no answere here :/ I would try to contact avermedia support or ask the guy that made the video if he found a fix for the problem.
