Question / Help Avermedia live gamer hd doesnt fully capture 1920x1080 at 720/60 fps

When i have the 720 res selected, it captures a portion of my screen at 720/60 but when i deactivate the capture card then reactivate it, it goes to full screen but in 30 fps. https://www.twitch.tv/cloudy2k9/v/91082258
