Average Time To Render Frame Shoots up after 15 minutes

Hi everyone. I have a new issue with OBS, where about 15-30 minutes into a stream, my time to render frame goes from where it normally is between .9 and 1.5 ms to 5 plus, causing stuttering in the preview which doesn't immediately translate into the stream but will after about 10 minutes. It will persist until OBS is closed and reopened.

I have Included a clean log file with a stream in it that stopped around the time the issue starts. This happens regardless of what encoder I use and regardless of game.

This is a fresh windows install, drivers updated and the like. My temps and CPU/GPU usage are fine with plenty of overhead, and my system has plenty of horsepower. There is no outward cause of this spike that I can fine, and happens with game mode on or off, running under admin and not running under admin. Nothing is present in task manager under details that would be interfering that I can see. I'm stumped.

UPDATE: Again I want to reiterate, when i start streaming, for the first 15 minutes or so EVERYTHING IS NORMAL, then the render time shoots up to 5+ ms and stutter follows. But a new developement is, when this happens, disabling obs preview drops the render time back down to normal ranges but doesn't always fix the stream stutter
