Question / Help Aver Media Live Gamer HD

Hello i will buy Aver Media Live Gamer HD but have some questions firstly

1- it is compatible with OBS ?
2- My pc is not powerful but im gonna stream on PS4 its can handle ?
3- Can i add webcam on my ps4 stream and some overlay,alerts etc.
4- İ think its best capture card for gamers right ? (i mean admiral ship)

My PC;

- İ3 540 3.3 GHz O/C
- 8 GB RAM
- 7850 2GB O/C Edition card
